It's not a DoS people!Recently, there have been posts to various locales about various Denial of Service attacks with inetd. If inetd receives too many connections in the space of a short period, it will shut the service down for a few minutes. This is not a DoS, it's the way inetd works. If you want more control, consider using xinetd. Read the "local telnetd DoS" thread on BugTraq.
