Security Etiquette

What is the proper etiquette for contacting people who you believe are compromised? Should you try to contact other administrators and owners if you know their machine is doing stuff it shouldn't be doing? If you suspect a machine is being used against you, what are you allowed to do and what is proper (two different things sometimes).
